The joint activities will focus on strengthening the capacity of communities to develop transparent and ethical administration in education, and on increasing public engagement – particularly among young people – in decision-making at the local level.

The document was signed by Valentyna Poltorak, DECIDE Project Manager, and Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention.

‘Education reform is impossible without trust. And trust begins with transparency, integrity, and rules that are clear to everyone. For us, the partnership with the National Agency on Corruption Prevention is, primarily, about shaping a new culture of education administration in communities and educational institutions: one that is open, professional, and focused on the interests of the child,’ said Valentyna Poltorak.

The Memorandum provides for:

• joint development and implementation of training programmes for heads of academic and vocational educational institutions in the context of the reform of specialised secondary education;
• professional development for local government officials, civil servants, and education administrators;
• introduction of transparent administration tools in communities and educational institutions, including the establishment of supervisory boards;
• conducting awareness-raising and information campaigns for schoolchildren and young people to encourage them to participate in decision-making at the local level.

‘The issue of integrity in education today is directly linked to the quality of administrative decisions, trust in institutions, and the formation of a culture of responsible governance at all levels; therefore, signing the Memorandum with DECIDE is an important step for us,’ remarked Viktor Pavlushchyk.

In his words, the partnership opens up opportunities to incorporate integrity principles into education policy at the level of communities and ensure their practical implementation through administrative decisions.
