Ministry of Education and Science presents for public consultation draft amendments to Standard Staffing Norms for General Secondary Education Institutions

The document is intended to adjust current regulations to the New Ukrainian School reform and the modern needs of schools. The draft order provides for a number of important changes, including:

  • the introduction of new positions: career education counsellor, security administrator for networks and systems, legal adviser, as well as teaching assistant and support educator;
  • changing the title of “secretary” to “office administrator”;
  • abolishing restrictions for teachers-organisers;
  • introducing additional positions of deputy head and laboratory assistants in specialised academic lyceums;
  • increasing the number of positions of teaching assistants to work with pupils who have fourth and fifth levels of support.

One more proposed change concerns the introduction of a formula-based approach to determining certain staff positions. This refers to the number of school psychologists (for educational institutions with more than 500 students) as well as educators and school nurses, the number of whom is proposed to be determined based on the number of students or the presence of a boarding facility.

The Swiss-Ukrainian DECIDE Project experts have also contributed to the drafting of this document.

The introduction of the role of career education counsellor is important to us, since the development of the system of career guidance and support for students is one of the key areas of our work in communities in Ukraine.

Upon completion of the public consultation, the Ministry of Education and Science of Ukraine will publish a report on its results on its official website no later than two weeks after the decision is taken.
